They didn't have the women's only cabins back then, but I remember during rush hour it would be so crowded that when someone would touch you, there would be so many people on all sides of you that you would have no clue from which direction or from whom it would be from. The women only cars in Tokyo is just the first step (actually, I didn't know there weren't women only cars before in Tokyo. I used to live in Yokohama, and there were women only cars on the subway line I used to take, so I assumed Tokyo had it too). The next step is to change this part of the cultural mindset not to say anything. That, plus posting pictures of busted chikan would be great.
